Short answer: Start outside. If the ground slopes toward the home, or gutters dump beside the skirting, rain runs under the home and stays. Then check the plumbing crossover and the drain lines for a leak. Then look at the belly wrap — the black bottom board — for tears where damp air reaches the floor insulation. A crawl space contractor fixes the drainage, installs a ground vapor barrier, repairs the belly wrap, and adds or opens skirting vents or a dehumidifier. Mold on the floor joists is the sign it has been wet a while.

Most standing water under a home is rain that had nowhere else to go. Regrade so the ground falls away from the home, put gutters and downspouts on, and extend the downspouts past the skirting. Do this before spending on a vapor barrier, or the barrier sits in a puddle.
