Three parties hook up power to a manufactured or mobile home: the power company brings service to the meter, a licensed electrician installs the meter base and the feeder to the home, and the county inspects before the meter is set.
Short answer: The electrician sets the meter base and disconnect — on a pole, a pedestal or the home — to the power company's specification, runs the feeder to the home's electrical panel, and bonds and grounds it. The power company connects its line to the meter base and sets the meter only after the inspections office passes the work. The home's panel and wiring came from the factory; the hookup is everything between the utility's line and that panel.

The power company decides how service arrives — overhead to a pole or underground to a pedestal — and publishes the meter base specification the electrician has to follow. Call the power company early: the service application and the location of the meter base set the schedule for everything after.
Apply for service, have the electrician install the meter base and feeder, call for the electrical inspection, and the power company sets the meter. A temporary power pole for construction is a separate, earlier step if the trades need power before the home arrives.
