Plumbing tie-in
A licensed plumber connects the home to water and to sewer or septic. The home's plumbing came from the factory; the tie-in is the run from the water source and the sewer or septic tank to the stub-outs under the home.
Short answer: The plumber runs the water line from the meter or the well to the home's inlet, with a shutoff and freeze protection, and the sewer line from the home's drain outlet to the septic tank or the sewer tap, with the slope and cleanouts the code requires. On septic, the tank and drain field are the septic installer's job under the health department's permit; the plumber's line ends at the tank. On public water and sewer, the utility sets the meter and the tap. The county inspects the water and sewer connections before the home is occupied.

On septic, the health department's permit comes first and the septic installer builds to it; the plumber connects the home to the tank. On public sewer, the utility installs the tap and the plumber runs to it. Either way, the connection under the home is the plumber's, and it is inspected.
A doublewide's water lines cross between the halves under the home and are connected at setup; the plumber checks that crossover, insulates the exposed lines, and sets or connects the water heater. Heat tape on the supply line is the difference between a normal January and a burst pipe.
