Randolph County Manufactured Home Starting Points

Randolph County publishes a one-page setup sheet that lists the permits in order with their fees, names the office that issues each, and states two things separately that are usually confused: what must be finished before an inspection is called, and what must be finished before power is released.

Manufactured Home Placement Questions

Start with what the sources actually support.

A $25.00 zoning permit from Planning and Development — from the City first if the parcel is in a city zoning jurisdiction

Environmental Health clearance that must be presented to Central Permits before development permits are issued

A manufactured home tax certification from the Tax Department, which the county says will delay permits if it is not submitted

A $150.00 building permit requiring the moving and set-up contractor's licence number

Homeowner wiring allowed, except on a home for rental, where a licensed electrician is required

An HVAC permit only where an outside air conditioning unit or heat pump is installed

Tie-downs and blocking inspected before masonry underpinning goes on, then the underpinning checked separately

An old home removed from the site before power is released on the new one

Randolph County Local Process Guide

Official-source-backed starting points and questions to verify.

These sections organize the public source links already reviewed for this page. Where a source does not answer a project-specific question, the item is framed as something to ask the county, AHJ, utility company, licensed professional, dealer, setup contractor, or responsible provider.

The county's own order

Four offices issue something before the setup work starts.

The sheet numbers the steps rather than leaving the order to be reconstructed, and it names a fee for two of them.

  • A zoning permit, fee $25.00, from the Randolph County Department of Planning and Development — and the sheet says that if the property is in a City zoning jurisdiction, the zoning permit must be obtained from that City first.
  • Clearance from the Environmental Health Section of the county Health Department. The sheet states in capitals that this clearance must be presented to the Central Permits Office in order to obtain the development permits.
  • A manufactured home tax certification from the Randolph County Tax Department. The sheet says failure to submit this form will delay permits.
  • A building permit, fee $150.00, which needs the moving and set-up contractor's licence number, the make, model, bedroom count and dimensions of the home, and — if it is going into a park — the park name and lot number.

Two different lists

What must be ready for the inspection is not what must be ready for power.

The sheet states these as separate lists, and the difference is the part that costs a return trip.

  • Before any inspection: all permits obtained; electrical hook-up; plumbing and water hook-up, with the sewer line cemented at the septic tank left where the inspector can see it; tie-downs and blocking; steps and handrails at all doors; the address posted; underpinning installed.
  • Before power is released: an old mobile home removed from the property if a new home is replacing it, and underpinning in place if the zoning permit required it.
  • The sheet states a rejection fee of $30.00 for additional trips where any of the above is incomplete at the time of inspection, or where the inspector cannot get into the home.

The sequence that is easy to get backwards

Call for the tie-down inspection before the masonry underpinning goes on.

The reverse of the sheet states this directly, and it is the one step where doing the work in the wrong order means taking it back off.

  • The county says that in order for the inspector to see the tie-downs and blocking, the inspection must be called for before masonry underpinning is installed.
  • After the home is inspected and the underpinning installed, the homeowner calls again to have the underpinning checked.
  • The county states that the power company is contacted after the underpinning has been approved, and the electrical service can then be connected.
  • Required masonry underpinning must be laid with mortar, and where rock is used it must be backed with block.

Local Prerequisites To Verify

Environmental health, utilities, zoning, and access may shape the sequence.

Septic approval or existing-system review

County sources often require septic approval, construction authorization, or existing-system authorization before or alongside manufactured-home permitting.

Well or water availability

County sources may require well, public water, or water-sewer tap documentation before a permit can move forward.

Water/sewer availability

Some county sources ask for sewer approval, tap receipts, or public water documentation when applicable.

Utility service availability

Some county sources connect power release or final readiness to completed trade inspections or utility-provider steps.

Zoning or land-use review

County sources may require zoning, municipal zoning, watershed, floodplain, or land-use review before manufactured-home placement.

Inspection-Related Scopes

Limited to source-backed manufactured-home scopes.

Grading and Site Preparation

Use only where source-backed county or state guidance ties grading to pad, drainage, foundation readiness, access, footers, or setup readiness.

Several county sources reference site grading, drainage, footings, setup readiness, or documents needed before power or final signoff.

Transport and Setup

Core manufactured-home installation scope for delivery, setup, pier/blocking, anchoring, tie-downs, setup contractor information, and inspection readiness.

The NC Installation Manual is the primary statewide installation source; county manufactured-home process pages may add local setup contractor, permit, and inspection steps.

Electrical

Electrical service, site-installed electrical work, utility handoffs, and inspection readiness when source-backed.

County sources commonly separate electrical permits or inspections for mobile/manufactured-home setup.

Plumbing

Plumbing connections, water and waste lines, pressure or water tests, and final readiness where source-backed.

County sources commonly separate plumbing permits or inspections for mobile/manufactured-home setup.

HVAC

Mechanical systems, heat pump or air-conditioning work, ducting, and final readiness where source-backed.

County sources commonly reference mechanical permits or inspections for mobile/manufactured-home setup.

Propane / Gas

Use only when official guidance mentions gas service, gas appliance connections, LP systems, fuel-gas inspection, pressure testing, shutoffs, or installation-manual requirements.

Onslow County explicitly groups gas fuel work with prescriptive code and NC manufactured-home regulations for manufactured-home permits.

Decks / Stairs / Landings / Handicap Ramps

Egress, steps, landings, handrails, ramps, deck thresholds, and final access readiness where source-backed.

County manufactured-home guides may reference stoops, steps, landings, handrails, and deck-size thresholds.

Masonry / Block / Foundation

Footings, piers, blocking, masonry skirting/foundation presentation, soil bearing, anchorage, and foundation readiness where source-backed.

County sources reference footings, piers, blocking, anchorage, soil bearing, tie-downs, or foundation-related items in inspection processes.

Vinyl Skirting

Skirting or underpinning only where source-backed guidance connects it to inspection timing, access, ventilation, appearance, or placement requirements.

County manufactured-home inspection documents may reference skirting timing, access panels, or underpinning requirements.

Trim-Out / Carpentry

Use only where official guidance touches final trim-out, marriage line completion, close-up, access panels, finish details, weatherproofing, or readiness for final inspection.

Onslow County references marriage wall inspection for multi-wide homes and close-up type items within manufactured-home setup inspections.

Questions To Ask The County

Bring better questions to the right local office.

Is this parcel inside a city zoning jurisdiction, and does that city issue the zoning permit before the county will?

What does Environmental Health need before it will issue the clearance that Central Permits requires?

What does the Tax Department need for the manufactured home tax certification, and how long does it take?

Is this home going to be rented? The county's sheet says the owner may not wire a rental home.

If masonry underpinning is required by the zoning permit, when should the tie-down and blocking inspection be called so it is not covered?

Dealer Quote Responsibility Questions

Ask who owns each step before the project depends on it.

Who obtains the zoning permit, and who checks first whether the parcel is inside a city jurisdiction?

Who obtains the Environmental Health clearance and delivers it to Central Permits?

Who obtains the manufactured home tax certification from the Tax Department?

Whose licence number goes on the building permit as the moving and set-up contractor?

Who calls the tie-down and blocking inspection, and who calls the separate underpinning check afterwards?

If a $30.00 rejection fee is charged because the site was not ready, who pays it?

What To Gather

Better details make county and provider questions clearer.

Property address and parcel number, and whether the parcel is inside a city zoning jurisdiction.

Park name and lot number if the home is going into a mobile home park.

Make, model, number of bedrooms, and the length and width of the home.

The moving and set-up contractor's licence number.

Whether the home will be owner-occupied or rented, which changes who may do the wiring.

Whether an existing mobile home is on the site and has to be removed.

Source notes

The sheet carries the line 'Revised: 7/11/2019' on the document itself. The fees, phone number and office names on it are the county's as of that revision and must be reconfirmed with the department before being relied on.

This is a setup and permits sheet. It does not state which zoning districts allow a manufactured home, and neither does this page — that is a question for the Planning and Development office about the specific parcel.

The stair, handrail, guardrail and landing dimensions on the reverse of the sheet are reproduced from the state building code and are not summarized here; read the county's document or ask the department before building steps.

No project approval, inspection result, or utility-release outcome is implied.
