The county states these as requirements prior to permit submittal, and warns that if they are not met when the building permit is applied for, the permit may be delayed.

  • A zoning permit from the appropriate zoning jurisdiction for the project location.
  • A lien agent, required for all new homes where the estimated project cost is $40,000 or greater; the county asks for the summary screen printed from the state lien agent website.
  • A plot plan showing the location of the home on the site.
  • Written approval from Gaston County Natural Resources.
  • Appendix D, the affidavit of workers' compensation coverage.
  • Written approval from the Health Department where the project will have a well or septic system on site.

Erosion and sediment

One acre is the line, and the requirement changes at it.

This is the step that separates Gaston from the other counties in this library, and the packet carries the under-one-acre form inside it.

  • Land disturbance of less than one acre: the erosion and sediment control form contained in the application packet suffices.
  • Land disturbance of one acre or greater: a copy of the comprehensive erosion and sediment control plan issued by Gaston County Natural Resources.
  • For the under-one-acre form, the county asks the applicant to call a Natural Resources inspector and schedule an onsite pre-construction meeting.
  • The minimum measures the county names: a stabilized construction entrance and exit, and perimeter control, structural or vegetative.
  • An undisturbed vegetative buffer of at least 15 feet must be provided for all watercourses and natural water features.
  • Land disturbance in a floodplain must first be approved by the local Floodplain Administrator, and disturbance within a watercourse by NC DEQ DWR and the US Army Corps of Engineers.

Septic

A new system and an existing tank take different routes.

The county states both, and the second has a condition attached.

  • A new home that will have a well or septic system installed: a copy of the well or septic permit must be provided with the building permit request.
  • A manufactured home placed on a property that already has a septic tank: either a septic verification issued by the Gaston County Health Department, or Appendix H completed — so long as the project is not a bedroom addition.
  • Appendix H is named in the packet and is not included in it. Ask the department for the form.

The application

What the form collects.

The county says the form is guidance and that the same information is entered through the online submittal, so it is a useful list of what to have ready.

  • The set-up contractor, and separately the electrical, mechanical and plumbing contractors — each with a state licence number and the classification of that licence.
  • Total square footage, stated separately for heated area and for decks and porches, and the number of bedrooms.
  • Water and sewer stated as city, community or private for each.
  • The total project price, and the property owner's or agent's signature.

Floodplain

The floodplain administrator is municipal, and it is not one office.

The packet's contacts page divides the county between administrators, which matters before any land is disturbed in a floodplain.

  • One administrator covers Belmont, Cherryville, Dallas, High Shoals, Lowell, McAdenville, Stanley, Spencer Mountain and Gaston County itself.
  • Gastonia, Mount Holly and Cramerton each have their own.
  • Which one applies depends on the parcel's jurisdiction, not on where the county office is.

Which zoning jurisdiction is this parcel in? The county says the zoning permit comes from the jurisdiction the project is in, not automatically from the county.

How much land will be disturbed? Under one acre uses the form in the packet; one acre or more needs a comprehensive plan issued by Natural Resources.

Is there an existing septic tank, or is a new system going in? The Health Department route differs.

Is the estimated project cost $40,000 or more? That is where the lien agent requirement starts.

Who signs the workers' compensation affidavit, and which of its four statements applies?

SCOPED HONESTLY: the packet is about getting the permit. It states no inspection sequence, no fee, and no utility-release step, and this page does not supply them from elsewhere.

The packet marks itself 'REV 08/2025' and the file's own creation date is 2025-08-25. The county states that additional documents may be required depending on the project.

Appendix H is referenced by the packet as an alternative to a septic verification and is not contained in it. That gap is the county's, and this page reports it rather than filling it.

The floodplain administrators are named individually on the county's contacts page. This page names the jurisdictions rather than the people, because staff change and a name here would go stale silently.
