Where a home is allowed

A mobile home is allowed by right in one district: RA.

The county's written answer on 2026-09-08: a mobile home is allowed in the RA Residential / Agriculture district by right with a zoning permit, and both single-wide and multi-section homes are allowed there.

  • RA is the only one of the county's districts that lists an individual mobile home as allowed. No class, width or appearance rule is attached.
  • R-12 and R-8 do not allow a mobile home.
  • R-6 allows a mobile home park as a conditional use, but not a single mobile home.
  • On the Lake Gaston lakeside residential lots (LR), a mobile home is allowed only as a conditional use, only for the lot owner, and only for one year.
  • In Halifax County, RA is the rural district where a mobile home is welcome. In some other counties the same letters mean the opposite. Read what a district allows, not its name.
  • A modular home is not a mobile home in this ordinance. It is treated as a house.

Is your land zoned

The zoning applies only where the county's zoning map says it does.

The ordinance says it applies only to the areas marked on the official zoning map. The county's free map downloads do not include the zoning layer.

  • WHETHER A GIVEN PARCEL IS ON THE ZONING MAP IS UNKNOWN until the county confirms it. Ask for the district by parcel number.
  • The county's online parcel viewer lists a zoning layer and an ETJ layer.
  • A request to rezone about 255 acres from light industrial to RA was set for the Planning Board on 2026-09-16.

Lot size and setbacks

On well and septic, the lot needs 25,000 square feet the health department calls usable.

The RA district lists 20,000 square feet. A rule in another part of the ordinance raises it for any lot without public water and sewer, and it counts usable land, not the whole deed.

  • No public water or sewer: 25,000 sq ft and 100 ft wide, of space the health department says is usable.
  • Public water or public sewer, but not both: 20,000 sq ft and 100 ft wide.
  • A septic lot in certain reservoir watersheds: at least 40,000 sq ft suitable for a septic system.
  • Front 40 ft. Side 15 ft each, 35 ft where the side faces a street.
  • Rear: 20 percent of the lot's average depth, never more than 30 ft. On a lot 100 ft deep, that is 20 ft.
  • A recorded lot up to 20 percent under the minimum size or width can still hold one home.

Septic and deeds

The soil test may limit how many bedrooms the home can have.

The county's answer names two things that regularly surprise applicants. Neither is written in the zoning ordinance.

  • The septic evaluation — the perk test on the land — may limit the number of bedrooms. A three-bedroom home may not fit a lot that tests for two.
  • Some parcels carry deed restrictions on the type of home allowed. The county does not write those, but they bind the land.

More than one home on the land

A second home needs five acres and a state-maintained road.

The ordinance limits how many homes a lot may have, and that limit is reached before the park rule.

  • A lot of five acres or more with frontage on a state-maintained road may have two homes, each meeting every setback as if the lot were split in two.
  • A lot under five acres gets one home.
  • A lot without frontage on a state-maintained road gets one home, whatever its size.
  • Three or more mobile homes used for living or sleeping, rented or not, are a mobile home park. A park needs a conditional use approval from the board of adjustment and is possible only in RA and R-6.
  • In a park, a double-wide needs a space of at least 15,000 sq ft, and every home must have vinyl underpinning before it can be occupied. A space in an operating park cannot be sold.

Flood and upkeep

No manufactured home may be placed in a floodway.

The flood chapter bars a manufactured home from a floodway. Outside a park, it is also the only rule about what goes under a home.

  • Flexible skirting needs no flood openings. Masonry or wood underpinning counts as an enclosure and needs flood openings.
  • The online code still names the 2013 flood maps. A replacement flood ordinance with maps dated 2025-09-19 went to the Board of Commissioners on 2025-09-02. WHETHER IT WAS ADOPTED IS UNKNOWN. Ask the county which map is current.
  • A mobile home left with its power, water or sewer disconnected for 120 days counts as abandoned, and an abandoned or dilapidated mobile home is not allowed to stay.

What to hand in

The county's checklist has its own list for a mobile home.

The Planning & Development checklist, dated 2008-10-14, lists what a mobile home permit needs. Confirm it is still current before you go.

  • Recorded deed, photo ID, and a recorded survey or plat.
  • A purchase contract, rental agreement or notarized permission if you are not the owner.
  • A site plan.
  • The health department's improvement permit, septic construction authorization and well permit.
  • The purchase contract or title for the home.
  • A mobile home moving permit from the county tax office.
  • A signed setup permit, an electrical permit, and a plumbing permit if connecting to county water.

Who writes the rules for your address

An address that says Halifax County may be under a town's rules.

The county's Planning and Zoning Department covers land outside town limits and outside each town's ETJ. About half of Halifax County addresses are inside a town or its ETJ.

  • Halifax County has seven towns: Roanoke Rapids, Enfield, Scotland Neck, Weldon, Littleton, Hobgood and Halifax. All but Hobgood have an ETJ.

How much of the lot will the health department count as usable for well and septic?

Is the lot five acres or more with frontage on a state-maintained road? Only then can it have a second home.

Does the deed carry restrictions on the type of home?

Is any part of the parcel in a floodway or flood zone, and which flood map is current?
