Where a home is allowed

Allowed by right in RA, RM and MHD.

The county's table marks these homes "D": allowed by right, as long as the home meets the listed standards.

  • Double-wide (Class AA) and single-wide that meets the appearance rules (Class A): RA, RM and MHD.
  • Single-wide that does not meet the appearance rules (Class B): MHD only.
  • A home that does not meet the HUD code (Class C) is not allowed anywhere in the county.
  • RP allows no manufactured home. Its own purpose statement says so.
  • Not allowed in any business, office or industrial district.
  • A manufactured home park needs a special use permit and an operating permit, and only in MHD.

The single-wide question

The same single-wide can be Class A or Class B.

Class A and Class B are the same kind of home. The difference is whether it meets the county's appearance rules. That decides whether it can go in RA or RM, or only in MHD.

  • The rules sit in section 62.53 of the ordinance. The class definitions point to section 62.33 — the wrong section — so a reader following them finds no rules.
  • Length no more than 4 times the width. There is no minimum width.
  • A permanent skirting or foundation wall from the county's list (below).

Skirting and foundation

Masonry or an approved skirting product — and one choice is missing from the list.

A Class A home in RA or RM needs one of these, continuous and permanent, with openings only for vents and access.

  • A masonry foundation or masonry curtain wall, with no bare concrete block showing.
  • Solid decorative concrete block skirting, 8 by 24 by 2½ inches, with interlocking slots.
  • A replica brick or stone product that will not burn and stands up to weather.
  • Fiber cement board, like standard house siding.
  • The list runs i, ii, iv, v. ITEM iii IS MISSING FROM THE PUBLISHED ORDINANCE, so one allowed material is UNKNOWN. Ask the county.
  • A double-wide (Class AA) in RA needs a brick, concrete block or other masonry foundation.
  • A double-wide in MHD, where the home and the land are owned separately, may use brick, block, stone or vinyl.

A double-wide has roof, eave and porch rules.

Every double-wide or larger home placed in the county must also meet these.

  • Roof pitch at least 2.5 in 12, with shingles or painted standing-seam metal.
  • Eaves at least 6 inches.
  • Siding of vinyl or aluminum lap, wood, or fiber cement board.
  • Towing tongue removed, or hidden with plantings if it cannot come off.
  • A deck or porch with steps at the front door, at least 36 sq ft.

Lot size and setbacks

On a road over 55 MPH, the front setback grows by half.

Front / side / rear setbacks in feet, then minimum lot size and width. A corner lot's street side is 20 ft in every district.

  • RA: 35 / 10 / 20. Lot 35,000 sq ft, 100 ft wide.
  • RM and MHD: 25 / 10 / 15. Lot 25,000 sq ft, 50 ft wide.
  • If the road in front is posted over 55 MPH, add 50% to the front setback. In RA that is 52.5 ft.
  • Without public water or sewer, no more than 1.45 homes per acre.
  • The county's page says this table was amended in 2023, and that the online copy may lag. Confirm the numbers with the county.

Older, smaller lots

The exemption for older lots names no date.

The minimum lot size applies to new lots. The ordinance says existing lots are exempt — as of "[the date of this amendment]". The date was never filled in.

  • WHETHER AN EXISTING LOT UNDER 35,000 SQ FT IN RA CAN TAKE A HOME IS UNKNOWN until the county says which date it uses.
  • Before buying a small lot in RA, get the county's answer in writing.

Trees and streams

A 30-ft strip along creeks stays wooded.

Rockingham County has no tree-cutting ordinance for a home site. It does protect land along water.

  • New development must keep the plants in a 30-ft strip beside every creek or river that runs all year.
  • 50 ft inside the Jordan Lake overlay.
  • Clear-cutting is "discouraged" in new low-density subdivisions. That is the ordinance's word — it is not a ban.

In a park

A park's setbacks are looser than a single lot's.

A park needs at least 5 acres in MHD. The space size depends on the sewer.

  • Each space at least 5,500 sq ft with public water and sewer, or 12,000 sq ft with a septic system, and 50 ft wide.
  • Each home 10 ft from the front, sides and rear of its space.
  • Distances are measured to the body of the home, not to the towing hitch.
  • The space graded no steeper than 3% where the home sits, and a double row of evergreens around the whole park.

Who writes the rules for your address

About half of Rockingham County addresses are under a town's rules.

The county's rules cover at most about 26,900 of the county's 54,300 addresses — land outside every town and every town's ETJ.

  • The towns are Eden, Reidsville, Madison, Mayodan, Stoneville and Wentworth.
  • Stokesdale, a Guilford County town, also reaches over the county line.
  • A town's ETJ reaches past its limits. Land can be outside every town and still be under a town's rules.
