Where a home is allowed

A single-wide in three districts, a double-wide in four.

Surry County sorts manufactured homes by the number of sections. A double-wide or larger is Class A. A single-wide is Class B.

  • Double-wide (Class A): allowed by right in RA, RL, RG and MHP.
  • Single-wide (Class B): allowed by right in RA, RG and MHP.
  • RL is the one district that takes a double-wide and not a single-wide.
  • RE and RR allow no manufactured home. RR allows a modular home; RE allows only a site-built house.
  • Not allowed in MR, CP, VR, RB, CB, HB or MI.
  • A manufactured home park needs a special use permit, and only in MHP.
  • The ordinance sets no minimum width.

What the home must be

A double-wide's foundation wall cannot be vinyl.

Every home must sit on a continuous, permanent foundation wall or curtain wall, with openings only for vents and access. The allowed materials depend on the class.

  • Double-wide (Class A): brick, masonry with a stucco finish, stone, or metal. Vinyl is not on the list.
  • Single-wide (Class B): brick, masonry stone with a stucco finish, vinyl, or metal.
  • A home without one of these is not a Class A or Class B home, so it is not the home the district allows.
  • Roof pitch at least 2.2 in 12, with roofing rated Class C for fire or better.
  • Towing tongue, axles and transport lights removed after the home is placed.

Skirting

Skirting is required, and finished before move-in.

All manufactured homes must be skirted to hide the space under the floor. The skirting, porches and decks must be finished and inspected before the certificate of occupancy.

  • No one may live in the home, and its electricity may not be connected, until the certificate of occupancy is issued.
  • In RA and MHP, skirting must be masonry or a non-flammable product made for skirting or siding.
  • In RL and RG, the skirting rule names no material. The foundation-wall list above still applies to the home's class.
  • Old skirting that does not meet the rule may be repaired, but a replacement must meet it.

Lot size and setbacks

The same setbacks in every district a home is allowed.

RA, RL, RG and MHP share one set of numbers. An overlay district can make them stricter.

  • Front: 40 ft. Side: 12 ft. Rear: 25 ft.
  • Lot at least 1 acre, 75 ft wide and 110 ft deep.
  • Height up to 50 ft; 35 ft in MHP.
  • RA's corner-lot line reads 25 ft under Front, where every other district puts it under Side. WHICH ONE THE COUNTY APPLIES IS UNKNOWN. Ask before planning a corner lot.

Trees and streams

No general tree rule — but a 50-ft strip along every creek stays undisturbed.

Surry County has no tree-cutting ordinance for a home site. It does protect land along water and next to parks.

  • 50 ft undisturbed from the bank of every creek or river that runs all year, anywhere in the county.
  • 75 ft on the Mitchell River from Kapp's Mill upstream to the county line.
  • 50 ft along land next to Pilot Mountain State Park, Raven Knob Scout Reservation and Cumberland Knob.
  • Undisturbed means no clearing. The strip can take buildable room from a small lot.

In a park

A park's setbacks are stricter than a single lot's.

A manufactured home park needs a special use permit and MHP zoning. Every park distance is larger than its single-lot match.

  • Park at least 2 acres; each space at least 30,000 sq ft and 100 ft wide.
  • Each home 50 ft from a public road, 30 ft from the park's edge, 30 ft from another home, and 25 ft from a park street.
  • Distances are measured from the outermost part of the home — including the towing tongue, porches and steps.

The permit steps

Zoning first, the certificate of occupancy last.

Permits run through the Central Permitting Center at 122 Hamby Road, Dobson.

  • Zoning approval.
  • Septic and well approval from Environmental Health, an NCDOT driveway permit for a new state-road driveway, and watershed or flood permits where they apply.
  • The building permit.
  • Skirting, porches and decks finished and inspected.
  • The certificate of occupancy. Then move-in and power.

The county's rules cover about 27,800 of the county's 41,300 addresses — land outside every town and every town's ETJ.

  • The towns are Mount Airy, Dobson, Elkin and Pilot Mountain. Elkin crosses into Wilkes County.

What is the parcel's zoning district? Is it RA, RL, RG or MHP?

On a corner lot in RA, is the 25-ft corner setback a front setback or a side setback?

Does a creek or river that runs all year cross or border the parcel?
