  • The 2021 zoning ordinance does not repeat the age rule. That does not show it was repealed.

The Planning and Inspections page says site plans are now required for new residential property under five acres, 'performed, signed and sealed by a Licensed Surveyor or Engineer in the State of North Carolina.' That is a surveyor's or engineer's fee before the zoning permit.

  • The plan shows boundary lines with bearings and distances, the home, driveway, existing buildings, setbacks, and any buffers or easements.
  • In a flood hazard area, the plan needs a flood statement.
  • The plan must say whether a swine farm is within 750 feet.

  • Then give that paperwork to your NC licensed setup contractor, who obtains the building permit.
  • Plumbing, electrical and mechanical permits are pulled by licensed contractors - or by you, if you own the home and the land and will live in it.

In a park

Park homes need an enclosure underneath and steps at both doors.

Section 152.081 applies to homes in a manufactured home park, under the same older code.

  • Each home needs 'a foundation enclosure installed which obstructs the view of the structures under the manufactured home.' No material is named.
  • Openings beneath the home are screened with wire mesh or similar against pests.
  • 'Safe front and rear steps are mandatory.' A home keeps its steps until any deck is finished.
  • These rules are written for parks. This page found no matching rule for a home on its own lot.
